Job Description

This role combines strategic objectives and leadership of the projects portfolio and Project Management Office (PMO) as part of the wider RSC ‘excellence in execution’. It ensures alignment between tender and project excellence, portfolio strategy and governance standards to deliver projects efficiently, profitably, and in compliance with technical and safety requirements. The position drives continuous improvement and performance monitoring through key metrics (KPIs).

Projects Portfolio Strategic and Performance Management

  • Define and maintain project portfolio strategy aligned with organizational goals.
  • Manage projects execution - delivery performance, risks & opportunities registers across the portfolio.
  • Ensure prioritization and milestone tracking across projects.
  • Analyze cost, schedule, and variances to anticipate risks and drive mitigation plans (cost savings, leverage contract management opportunities)
  • Implement margin control measures and monitor consolidated Contract Margin Improvement Plan
  • Ensure that Return of Experience, Lessons Learnt are capitalized from past/ongoing projects and considered for new tenders – is a member of the new tenders validation committee for what is Project and contract management, risk and opportunities, costing are concerned.

  • Establish and maintain PMO governance frameworks, methodologies, and best practices.
  • Deploy Earned Value Management (EVM) principles to track project performance against baselines.
  • Develop standardized processes for planning, execution, and reporting.
  • Define and monitor relevant KPIs and executive dashboards for decision-making

  • Manage and develop teams of project managers, project planners (France teams in solid line, other sites in dotted line) and tender professionals.
  • Act as liaison between Product Line management team and operational teams
  • Support PMs on customer management activities for critical/strategic projects

  • Tender Cost ≤ Budget
  • On time deliveries (CDRL-OTD, Material-OTD)
  • On-Time Delivery – Tender & Project Gate Reviews
  • Projects’ Contract Margin:  ≥ As Sold
  • Schedule Performance Index (SPI)
  • Cost Performance Index (CPI)

 

Languages :

English and French mandatory

Spanish, Italian, German or any other language would be highly appreciated

Hard skills / qualifications / certifications :

  • Master’s degree in Engineering, Business, or related field.
  • 10+ years of experience in project management, PMO leadership.
  • Proven experience managing complex projects in Railway manufacturing or Infrastructure / Construction industry.
  • Sound experience in project planning management tools (Primavera P6, MS Project, …)
  • Experience of working in and with multi-national companies and in different business cultures
  • Strong Project & contract management skills (Claims, Variations and Change Request management)
  • PMP, PRINCE2 Practitioner or equivalent certification with solid track record of implementation and Earned Value management

 

Readiness for frequent travel (Europe and Asia)
